There is hardly any restrictions to go after people that you are interested in, in order to put your message out there. With a twitter account, if you have an issue you can send a message to the person who can solve it, or start a campaign to have that issue resolved. It is plain simple.
Even though twitter is very effective in getting the message out, there are times when some users overuse the system. They do this by sending annoying little notes and messages every five seconds. Use twitter wisely, and effectively, and see the great results
